The timing for a hemp event in the region is ideal.  The U.S. is poised to lift its 80-year ban on hemp as Senate Majority Leader Mitch McConnell (R-Ky.) has confirmed the provision legalizing hemp as an agricultural commodity which will be included in the final version of the 2018 Farm Bill. When passed, the bill would also allow states to regulate hemp, as well as allow hemp researchers to apply for grants from the Agriculture Department and make hemp farmers eligible for crop insurance.

Hemp, Inc. has announced that its strategic growing partner, "Veteran Village Kins Community Arizona, Inc.", has completed its final site plan blueprints for its 500-acre site in Golden Valley, Arizona (20 miles north of Kingman, AZ and 90 minutes from Las Vegas, NV). The site plan was submitted to the Mohave County Building Department for final review. The Company is also in the final stages of completing the necessary infrastructure to support an off-grid, renewable, energy system. With the solar equipment in place, the site's solar power operation will be completed in the next days.

As soon as the live streaming video cameras are up and operational, the world can actually see the way the Veteran Village Kins Community is designed and watch it being built. According to Perlowin, the basic framework or overall plan of the Veteran Village Kins Communities is to create a holistic healing and learning center that is designed to educate and heal veterans with PSTD, alcoholism, meth addiction, opioid addiction, and other psychological conditions while at the same time training them on the numerous aspects of being part of the emerging multi-billion dollar hemp industry.  

We will also be building hemp-growing communities for other groups such as "Abused" Women & Children Village Kins Communities, the "Orphaned" Children Village Kins Communities, "Homeless" Village Kins Communities and the "Healers" Village Kins Communities (the healers are professionals who are knowledgeable in the modalities to treat these traumatized groups).  These particular communities are all synergistically aligned to work simultaneously supporting each other. 

For example, the "Healers" heal the traumatized veterans and women & children; the women support orphan children, and orphan children want to see people living in homes and not homeless. Thus, a portion of the hemp grown in each community goes to create and support another community, giving everybody a sense of giving back and helping others as they help themselves. This circles back to the healers who also work to heal the veterans and the other traumatized groups. This is the economic foundation on how the sale of the hemp products operates as a "quantum economic matrix" or an example of "symbiotic economics" which is more complex than this brief description allows.

In anticipation of planting to begin during the spring, 300 acres have been fenced, 16 overnight trailer park sites are under construction, and six 40x40-ft organic vegetable gardens have been planted and are currently producing food and kenaf, according to Jory. As for the 6 geodesic domes mentioned in an earlier press release, 1 is structurally complete with only the electrical and plumbing to be completed. KMS Technology Survey: Continuous Testing Driving Faster Release Cycles, But Issues Remain

ATLANTA, Nov. 29, 2018 (GLOBE NEWSWIRE) -- KMS Technology has completed a survey to better understand the challenges and achievements of companies that adopted the process of continuous testing as part of their software delivery. The survey was completed by 135 software developers and testers. A key takeaway from the survey is that companies are achieving many of the goals they set for continuous testing, such as faster release cycles and more rapid feedback on observed defects; however, the process of implementing and performing continuous testing still has some challenges.Software release cycles are shorter than ever, and yet, too often, quality is sacrificed for speed. Continuous testing, with its “test as soon as possible, test often” mantra, can help companies avoid the pains inherent to a “minimally test” software development mindset, such as poor customer experience. In addition, continuous testing helps achieve numerous benefits, including higher confidence in the delivered code quality and increased application reliability. Introducing a culture of continuous testing to an organization’s software delivery model will encourage teams to focus on testing from the inception of their development lifecycle.

The KMS Technology survey confirms the benefits of continuous testing. According to the results, 92% of respondents agree or strongly agree that continuous testing has enabled faster feedback on observed defects within their organizations, and 58% said faster feedback on observed defects was the primary reason for adopting continuous testing. Meanwhile, 84% of respondents agree or strongly agree that continuous testing has helped them achieve shorter release cycles; 84% also agree or strongly agree that continuous testing has helped them achieve better test coverage with the same test team size. An additional 80% of respondents agree or strongly agree that continuous testing has led to fewer reported software defects.

Nevertheless, continuous testing challenges remain. For example, 61% of respondents agree or strongly agree that it was difficult to recruit automation testers with the necessary skill sets, and 56% agree or strongly agree that manual testers were hesitant to acquire the coding skills needed to perform new duties. Even after continuous testing was adopted for teams, some challenges were encountered: 84% of respondents agree or strongly agree that the maintenance effort of automated tests increased, and 67% agree or strongly agree that the total execution time of tests expanded.

The KMS Technology survey also looked at what companies recommend as part of their retrospective, what could have improved the adoption of continuous testing. Ninety-one percent of respondents agree or strongly agree that better training of their teams would have helped, while 88% agree or strongly agree that a directive from executive leadership would have accelerated the adoption or increased the likelihood of success.

A few other noteworthy data points from the KMS Technology survey:

· The majority of respondents (47%) said that continuous testing was adopted by a few teams at a time. Ninety percent said the process had taken six months or less, and 50% could do it in less than three months.
 
· Fifty-six percent said that integration testing was the primary area of test coverage; 48% said security testing, while 44% said their primary focus was UI testing.
 
· Performance/load tests (57%) and security tests (53%) were most likely to be always automated, followed by unit and component tests (47%), and integration tests (46%).

“The biggest surprise from the survey was the difficulty companies are facing to find and train testers in continuous testing,” says Mush Honda, Vice President of Testing at KMS Technology. “We have learned from experience how important continuous testing is to meet the demands of delivering applications faster with high confidence in quality. As an industry, however, we will not achieve both speed and quality in software production until we can commit to training on the continuous delivery mindset for a new generation of testers. Once this happens, all companies will be able to realize the benefits of rapid release cycles and high software quality.”

Rural Crime

Business owners from rural communities received advice on how to combat crime at a barn workshop in the North West Leicestershire countryside. Following the success of a similar event earlier this year, the workshop took key figures out into the district to speak and listen to those affected by countryside crime, and discuss effective preventative measures.

Organised by North West Leicestershire District Council (NWLDC), the event at the Field Sport UK activity centre near Ashby on Tuesday 2nd October drew on the expertise of representatives of various organisations that fall under the umbrella of the Safer North West Partnership, including Leicestershire Police. Topics included tackling rural isolation, rural watch schemes, fly-tipping, security measures, CCTV and preventing the unlawful use of vehicles and motorcycles in the rural community.

It was great to see so many people at the event despite it being quite a cold evening. We do take rural crime seriously and wanted to run an event in partnership with the council to raise awareness and talk about what reasonable steps people can take to protect themselves and the importance of sharing information and being part of rural watch. It was a great opportunity to meet people who live and work in the countryside and listen to their views and opinions. Clive and Kelly who own Field Sports UK did a fantastic job hosting us

Remembrance Day – 11/11/18

Ps Johnson, Ps Barlow and I were honoured and proud to be invited to attend the Remembrance Day service and Parade at Coalville, Christ Church and War Memorial to mark 100 years since the end of WW1. The turnout for the event was impressive with many serving military personnel and veterans including our own Ps Johnson and Ps Barlow.

Our cadets led by leaders PCSO Lynette Rose and retired Police Officer Glen Musgrove also formed part of the parade and marched extremely well with many positive comments being passed by members of the public.

Armed services work within the community – On 22/11/18

Ps Johnson who is ex-military and our liaison officer with anything military related attended an evening event to celebrate the work of the armed forces within the community and the joint work police do with them. Cadets - PCSO Rose has also recently worked with our Cadets assisting them completing their Duke of Edinburgh program. Despite the rain and a very cold Night camping, all cadets did really well, as did PCSO Rose who undertakes the role of cadet leader in her own time.

Licensing Event – 20/11/2018

The new Community Hub at Castle Donnington is where various departments within NWLDC and the Police launched our Christmas celebrate safely campaign. The morning consisted of inputs including Child Sexual Exploitation, Environmental Protection, Business Focus Supporting Businesses and Drug awareness. We appreciated the number of businesses and licensees who gave up their time to attend the event. The New Community Hub in Donnington is a fantastic venue and we appreciated Fiona and her team hosting us.

Taxi Operation

In the run up to Christmas we have worked environmental Health, Special Constable Sgt Dan DALY and other partners to conduct checks on Taxis. Our latest operation was on 23/11/18 and resulted in:

· 13 Taxis had Full Exams.
· 3 Had their plates revoked due to Dangerous Vehicle Defects
· 4 had defects that need to resolved within a week
· 6 passed.
· Whilst out and about, other drivers reported for Excess Speed, No Tax, and No MOT.

All of this work was completed by partner agencies and volunteer special constables.

Knife crime

Knife crime is a national problem and is constantly in the media, over recent years Leicestershire like other counties have seen significant increases in offences (25%). The Police and NWLDC take the issues seriously and work is underway to deliver innovative preventative work with young people from the area who are deemed at risk of being drawn in to such criminality. Working with Jason KNIBBS from Coalville Education Partnership Ltd an 8 weekly programme will soon be delivered to young people who meet a certain criteria.

Drink/Drug Drive

On average over 3,000 people are killed or seriously injured each year in the UK in drink related collisions. Despite falls in deaths in the 1980’s and 1990’s it is clear that many drivers are still ignoring our advice and are putting others at risk by driving whilst under the influence of drink or drugs. In Leicestershire a minority of drivers are still not heeding our advice and are ignorant regarding the consequences of being convicted. This is illustrated by the fact that each month running up to this campaign up to 80 drivers are testing positive for excess alcohol in the Force area. This raises significant road safety concerns for all road users.

Our excellent community partnership with North West Leicestershire District Council has enabled us to run a series of drink drive operations across North West Leicestershire. Officers will be working additional hours and rest days to target drink drivers. The message around drink or drug drive is clear, do it and you will be caught.

Domestic and sexual violence

These are key priorities for the police and NWLDC to address. We have recently worked with Juniper Lodge which is a Sexual Assault Referral Centre (SARC) and supported them in gaining training to deal with more victims or sexual crime. As a result a pilot scheme for group therapy is planned for victims of sexual crimes specifically on North West Leicestershire. As the programmed develops further detail will be released.

Based on the established Adult Domestic Abuse Recovery Toolkit this programme is delivered over 12 weeks. It is a group programme that uses a trauma informed and a psycho-educational approach to enable clients to move forward from the trauma of experiencing sexual violence. It supports participants to develop positive lifestyle coping strategies, restoring a sense of safety and enabling people to return to active citizenship.

The aim of the programme is to help individuals who have experienced sexual violence and who are in a position to take part in a group to come to terms with their experiences and to develop positive lifestyle and coping strategies.

The programme supports participants to better understand their experience, based on the theory that with increased knowledge the better equipped participants are to deal with the impact of it and therefore their own recovery and well-being.

Fatal 4

We continue to request assistance from our safer roads team to run fatal 4 operations at key locations throughout the district with December’s event planned in Donnington. Fatal 4 seeks to target;

· Motorists travelling at excessive speed.
· Motorists who fail to wear a seatbelt.
· Motorists who drink and drive.
· Motorists who drive whilst using their mobile phone.

Retail Crime

Unfortunately year on year December sees us experience an increase in retail related crime from both local and travelling criminals. To address this beat teams will be working additional hours and cancelled rest days to police key retail centres in the area. This will consist of plain clothed and high visibility patrols and engagement.

Confiscation Order

Work undertaken by our proactive team against a local drug dealer has eventually led him having a confiscation order made against him. Shaun FANTOM a drug dealer who is serving a prison sentence for his offences has now been given a confiscation order by the courts to the value of more than £20,000.

In February this year, FANTOM was jailed for three and half years at Leicester Crown Court after he pleaded guilty to two counts of being concerned in the supply of Class B drugs and five counts of possession with intent to supply Class B drugs.

On 13th November a Proceeds of Crime Act (POCA) hearing took place at Leicester Crown Court where 30-year-old Fantom was said to have benefited from criminality to the value of more than £48,000.

A confiscation order was granted to seize more than £21,000 from assets Fantom currently owned. That amount is to be paid within three months and failure to do so will result in a further 12 months being added to Fantom’s prison sentence.

Fantom was convicted for drugs offences and used his ill-gotten gains to fund his lifestyle.

In September we, along with our regional forces, launched the Too Much Bling campaign, with the aim of encouraging the public to contact us if someone in the community is living a life beyond their means – either as a convicted criminal or they are suspected of being involved in criminality.

A large amount of crime is financially motivated. Criminals are living lavish lifestyles off other people’s misery. We will continue to use this legislation to target criminals and their ill-gotten gains.

Despite the time of year we are already working with the organisers of the Download festival at Donnington Park. The festival is one of the biggest and safest in the UK. On 9/11/18 Ps Barlow and I attended the National Events Intelligence Unit debrief in Cardiff to learn of the issues experienced at key events and festivals over the past 12 months. Some of the best practice highlighted at the event was directly linked to Download and we look forward to the next festival in June 2019.
