Filipino American History Month At The White House: Celebrating Progress For Our Veterans

On Monday, October 24, the White House hosted an event to celebrate Filipino American History Month for only the second time in its history. Sponsored by the White House Initiative on Asian Americans and Pacific Islanders and the White House Office of Public Engagement, the Briefing brought together over 150 community leaders from around the country, as far away as Alaska. An ambitious agenda included panel discussions on issues such as Education, Veterans, Health/ Mental Health, and Immigration. The event also included cultural performances from Parangal, a San Francisco based Philippine Folk Dance company, Broadway Barkada, featuring Filipino Americans starring on Broadway in New York, and hip hop star from the Black Eyed Peas, apl.de.ap, with Liane V. and Jessica Reynoso. Federal agency officials working on critical policy issues addressed the audience, and the keynote address was given by Nani Coloretti, the Deputy Secretary of the Department of Housing and Urban Development and the highest ranking Filipina American in the Administration.

Filipino American organizations and advocates came together around the Briefing to connect and share information on activities and initiatives around the country. I serve on the Executive Committee of the Filipino Veterans Recognition and Education Project and we held a National Meeting on Sunday where we provided an update on our campaign to secure a Congressional Gold Medal for Filipino WWII veterans. In the year since the legislation was introduced, our work to mobilize the community across the country has resulted in passage of the bill by the Senate in July 2016, and in the cosponsorship of more than 305 members of the House. The bill is steps away from final passage, and our work this week has launched our national "all hands on deck" push to finally get this across the finish line during this Congressional session. We announced our social media campaign using Facebook and Twitter to direct action on the House Republican leadership to pass HR 2737 without delay.

The work to officially recognize our Filipino WII veterans has been a central part of my career in social justice advocacy for the last ten years, has been part of my involvement in Washington, DC's Filipino American community for the last 20 years, and has, with or without my knowing, been part of who I am as a Filipino American my whole life. I was honored to be asked to moderate the panel on veterans issues at the White House Filipino American History Month Briefing and I started the session by putting our discussion in three different contexts:
· *70 Years:* This year, we noted the 70th anniversary of the infamous Recission Act that first revoked citizenship and eligibility for veterans benefits. The "original sin" we have sought to address with the Filipino WWII veterans equity movement, this legislation represents the wrongs we seek to right through our efforts on behalf of our veterans.
· *7 Years: *President Obama included legislation in one of his first acts as President that authorized the creation of the Filipino Veterans Equity Compensation Fund (FVEC), which has provided important financial relief for veterans in the United States (15,000) and in the Philippines (9,000).
· *Today: *With continuing progress on the legislative front and an important policy victory earlier this summer when President Obama officially started the Filipino WWII Veterans Parole Program (www.uscis.gov/fwvp) to allow eligible veterans to bring their adult children to join them while their family petition is being processed, our veterans and their needs are top of mind for the community and all our efforts now are on their behalf.
For me, this work has never been more personal. While I was on the stage, I took a couple of opportunities of "moderator's privilege" to reaffirm the wisdom that the personal is political:
· So many people in my life have also dedicated the work of their hands and their hearts to service and were part of the events of the day and of the week, but my twin brother, Roland de Guzman, CMDR, is someone who currently wears the uniform as a member of the U.S. Navy, and having him be part of the proceedings as someone who works for the Commander-In-Chief gave me more pride than I can say.
· While our work is for the veterans that are still with us and the families that survive them, this moment it comes at a time when we have lost some of the leading lights in our community. I took a moment to recognize some of those we have lost this year, including (but certainly not limited to): Joe Montano, Uncle Bob Santos, Alice Bulos, and Gigi Miranda (we recognized Danny Kalundayan later that night). If you don't know who these people are and what they mean to the Filipino American community, Google them- you won't be disappointed.
· As President Obama's term in office is coming to a close, I was proud to take a moment to publicly and officially thank the President for his role in creating FVEC. In both a moment of policy victory for veterans with urgent needs, but more importantly, at a political moment when the Filipino American community moved a priority agenda item forward, I noted that for everyone who made a phone call or sent an e-mail to their member of Congress during our campaigns for the veterans, the legacy we build today is for them as well.
The movement building we've done these past days, the moments we took to recognize the rock stars in our community (literal and figurative), and the momentum we've built to carry us on to more victories epitomize the spirit that the founders of the Filipino American National Historical Society (FANHS) had in mind when they first dreamed the idea of Filipino American History Month- we celebrate our heritage, but we make history. Whether in the White House or at your house, recognizing Filipino American History Month is as American as apple pie and as Filipino as bagoong!

Why the Democrats Keep Losing the Congress

Why isn't the Democratic Party landsliding the worst and cruelest Republican Party in the past 162 years?

Just take a glance at their record votes and you'll wonder why the Republican representatives don't just incorporate themselves and be done with any pretense that they are real people.

A brief look at a compilation of Republican votes during the years 2011-2012, when the Republicans controlled the House, demonstrates that they regularly choose Wall Street over Main Street, drug and oil, banking and insurance companies over consumers. And that Republicans want tiny enforcement budgets against corporate crime to assure that hundreds of billions of your health and other consumer dollars are not recovered from the corporate criminals ($60 billion a year alone in business frauds on Medicare).

Repeatedly, these Republicans, often a unanimous 100% of them, in a bizarre kind of corporate-conditioned response, vote in favor of corporations shipping American jobs overseas rather than voting to protect American workers. This Republican-controlled congress was intent on defending and increasing massive tax breaks for the wealthiest at the expense of the lower income families, attacking Medicare, social security, and other programs assisting elderly Americans, even assaulting women's health and safety, opposing stronger food safety enforcement and preventing toxic pollution controls while at the same time protecting rapacious student loan companies and keeping victims of mortgage companies and banks defenseless against onslaughts of insurmountable debt accumulation.

They also passed a bill to pay members of Congress during a GOP-led government shutdown, however, while refusing to guarantee that soldiers would get paid during the same shutdown. Moreover, the Republicans have this strange antagonism toward encouraging more people to vote, and assuring that every vote counts.

Go past the façade of the Republican rhetoric praising heroic veterans are their grim votes against protecting veterans from rip-offs as borrowers for their consumer, education and housing needs.

Fast forward to the last two years and you'll find the same corporatist grip on the House. Fifteen times House Republicans have voted for measures attacking women's health; blocked all votes on comprehensive immigration reform; gave the back of their hand against children's well-being; twice voted unanimously against affirming that climate change is real and passed tax cuts of which 99.6 percent go to the richest 1 percent of Americans. Furthermore, they have voted unanimously against even considering a constitutional amendment to overturn the Supreme Court's 5-4 Citizen's United decision that opened the floodgates of big corporate money in elections. They continue to protect secret money in elections and twice voted against even allowing a vote on the Paycheck Fairness Act giving women new tools for equal pay for equal work.

One hundred percent of all House Republicans voted against allowing a vote to let American workers earn just seven job-protected paid sick days each year - less than has been given for years in western-European countries.

So in hock are they to the student loan industry, the Republicans have repeatedly voted against bringing up for a vote the student loan refinancing bill. One hundred percent of House Republicans voted against even bringing up a bill to stop big companies from dumping their U.S. charter and fleeing abroad to avoid paying their fair share of taxes. Lead-poisoned children in Flint, Michigan got the straight-arm by 236 House Republicans. Republicans held zero hearings in 2016 on the president's 2017 budget - an unheard of breach of legislative duty.

House Republicans in recent years have stupidly cut the IRS budget facilitating $400 billion of uncollected taxes each year, thereby swelling the federal deficit that the GOP is supposed to care about. The Republicans are knowingly complicit in protecting tax evasion.

Worse, these Republicans are complicit in shielding over $330 billion each year in computerized billing fraud. This corporate crime wave estimate comes from the leading expert on billing fraud, Harvard Professor Malcolm Sparrow (author of License to Steal), backed by an earlier report from the Government Accountability Office of the Congress. There simply is too little budget for adequate investigators and prosecutors even when every dollar in enforcement brings about ten dollars in recoveries and fines!

Why doesn't all of this anti-human record make news? First, these bills are almost always blocked by the Democrats in the Senate. Second, many of these votes by the House Republicans are blocking votes to require on-the-record roll call votes that show each member's position on a bill. Third, let's be clear, the media, which has reporters swarming all over Capitol Hill, is not doing its job.

Fourth, there aren't a tiny fraction of the civically active people back home organized to publicize the votes by their member of Congress. Fifth, the lack of dynamic leadership by Congressional Democrats included being rolled by a Republican strategy to up the GOP's advantage in the number of gerrymandered districts in 2010 (brilliantly reported in David Daley's new book, Ratf**ked: The True Story Behind The Secret Plan to Steal America's Democracy).

In the final analysis, the blame is on the Democratic Party that does not give us a competitive election process over substantive matters uppermost in the minds of the American people. It took strenuous demands by some civic leaders in Washington, D.C. just to get the House Democrats to compile these aforementioned Republican votes and passively release them in a concise form to the public and then only a month before the November elections! With few exceptions, Democrats astonishingly do not campaign on such a base Republican misery index.

Unfortunately, many Democratic candidates are dialing for the same campaign dollars as their Republican opponents and many Democratic incumbent candidates are ensconced in safe, non-competitive electoral districts (often because of their gerrymandering). Consequently, they don't make an effort to show the callousness and cruelty of the Republican Party.

For any further explanation of this Democratic Party's dysfunctional indifference to winning back the House of Representatives, based on the abysmal record of the Republican Party, call in some social psychologists specializing in group machoism.

Relatives of SF’s Vietnam War dead sought for memorial ceremony

Veterans groups are getting ready to unveil a new memorial on Veterans Day to San Franciscan servicemen who lost their lives in the Vietnam War, and they’re looking for relatives of the fallen so they can attend the event. A total of 168 men from San Francisco were killed in the war, and organizers of the unveiling have been able to locate relatives of only about a dozen of them, said Paul Cox, chairman of the American Legion War Memorial Commission. The memorial consists of a 2-by-4-foot bronze plaque, which will replace a similar plaque that was installed at the foot of Market Street in 2001 but was damaged by vandalism and exposure to the elements. Military Veteran, Purple Heart Recipient, Perseveres to Complete Degree

Military veteran and Purple Heart recipient Holly Katke completed a bachelor’s degree earlier this year, and took part in the weeklong Combat Wounded Veteran Challenge at the Mote Marine Research Laboratory in Florida.

Trident University International (Trident) alumna, retired Navy Chief Petty Officer Holly Katke (Class of ’16, Bachelor of Science in Health Sciences), had a busy summer. In addition to completing her undergraduate degree, she spent time working at the Mote Marine Research Laboratory in the Florida Keys. She attended Trident’s graduation ceremony this year in Long Beach, CA.

Katke, who is legally blind, walks with a cane, and has difficulty with her memory, was shot in the head by a sniper’s bullet in 2010 while on a joint Navy SEALs/Army Special Forces operation in Iraq. The wound was near fatal, and she earned a Purple Heart for her heroism.

She retired after 14 years of service, further earning the Navy and Marine Corps Commendation Medal and the Navy and Marine Corps Achievement Medal.

“Despite her challenges, Katke was a very good student in Trident’s BSHS program and is the living embodiment of ‘Trident Strong.’ Staff and faculty have been very understanding of her situation, and have been been willing to help her at each step along the way,” said Dr. Nathaniel Ofoe, Professor, College of Health and Human Services.

In July, she took part in the weeklong Combat Wounded Veteran Challenge for coral restoration efforts at the Mote Marine Research Laboratory in the Florida Keys. She hopes to return to Mote in the future for an internship that will help achieve her next goal – a career that will benefit the planet.

Katke is currently enrolled in Trident’s Master of Science in Health Sciences program.

The guest speaker will be Chaplain (COL) Rodney K. Miller, a native of Lemoyne, Pennsylvania and a graduate of Cedar Cliff High School, Ursinus College, the University of Virginia and the Princeton Theological Seminary. He is a retired pastor in the Susquehanna Conference of the United Methodist Church, having served 38.5 years. He is also a retired US Army Chaplain, having served 28.5 years in the 28th Infantry Division (Army National Guard), Harrisburg, Pennsylvania and Joint Forces Headquarters, FTIG and then in the 200th Military Police (US Army Reserve) at Ft. Meade, Maryland. Chaplain Miller’s military awards include the Pennsylvania Commendation Medal, the Army Commendation Medal, the Meritorious Service Medal and the Legion of Merit.

Special music will be presented by the Community Chorus, under the direction of Marcel Coates.

Second, many of these votes by the House Republicans are blocking votes to require on-the-record roll call votes that show each member’s position on a bill. Third, let’s be clear, the media, which has reporters swarming all over Capitol Hill, is not doing its job.

Fourth, there aren’t a tiny fraction of the civically active people back home organized to publicize the votes by their member of Congress. Fifth, the lack of dynamic leadership by Congressional Democrats included being rolled by a Republican strategy to up the GOP’s advantage in the number of gerrymandered districts in 2010 (brilliantly reported in David Daley’s new book, Ratf**ked: The True Story Behind The Secret Plan to Steal America’s Democracy).

In the final analysis, the blame is on the Democratic Party that does not give us a competitive election process over substantive matters uppermost in the minds of the American people. It took strenuous demands by some civic leaders in Washington, D.C. just to get the House Democrats to compile these aforementioned Republican votes and passively release them in a concise form to the public and then only a month before the November elections!  With few exceptions, Democrats astonishingly do not campaign on such a base Republican misery index.

Unfortunately, many Democratic candidates are dialing for the same campaign dollars as their Republican opponents and many Democratic incumbent candidates are ensconced in safe, non-competitive electoral districts (often because of their gerrymandering). Consequently, they don’t make an effort to show the callousness and cruelty of the Republican Party.

There are several things that concern me about a potential Donald Trump presidency. First, I believe he could set off a crisis in civilian-military relations. Throughout his campaign, Mr. Trump has called our generals "rubble" and our military a "disaster," insulted prisoners of war and one of our greatest war heroes, John McCain, belittled the Purple Heart, and picked a fight with a Gold Star family, all of which shows to me that he has little understanding and respect for our military. He has said he would bring back torture, which is an unlawful order that the military would be constitutionally bound to refuse. When a presidential nominee calls our military a "disaster," it has a real and serious impact on the way our allies and adversaries perceive our military, and is detrimental to the morale of our men and women in uniform. And he's just wrong. While we need to improve our warfighting readiness and accelerate modernizing our technology, the men and women in uniform today continue to prove they are the best in the world.

He has also said he would fire the generals, an incredibly dangerous move that would risk politicizing our military. Military officials are duty-bound to give their best military advice to the Commander in Chief, regardless of his or her political affiliation. To suggest that our current generals have breached that inherent trust that is the bedrock of our civilian-military relations is irresponsible and just flat-out incorrect. I know all of the current Joint Chiefs and Combatant Commanders and they are the finest and most experienced generals since Eisenhower, Marshall, and Nimitz.

There is one area that Mr. Trump could have a positive effect on, and that is the management within the Department of Defense. The Pentagon is in need of serious structural and institutional changes and it needs an influx of fresh managerial ideas, especially from the business sector. With Mr. Trump's business contacts, there's a potential that he could bring in the fresh blood the Pentagon needs, but it's unknown if he fully understands the problems the Pentagon faces and knows how to fix them.

As for our foreign affairs, he has already damaged some relations and made leaders, the world over, more than raise an eyebrow at his claims that more countries should have nuclear weapons and that NATO is obsolete. These a both dangerous and irresponsible views and would have serious implications if he were elected. If Mr. Trump were to follow through on his statements, then we would likely see countries like South Korea, Japan, Saudi Arabia, and others starting up their own nuclear weapons programs, which would make the world as a whole less secure. On the NATO front, our allies would lose confidence in the United States, which would hurt our standing in the world and damage the stability that Europe has seen since WWII. Like most vetrepreneurs, Walker’s remarkable resilience and fortitude were first cultivated in the military. He enlisted immediately after high school and became an aircraft mechanic with the U.S. Air Force at the tail end of the Vietnam War. After his discharge, he took courses at Hofstra University and secured a position with Fairchild Freight. After joining another company, Walker learned the freight forwarding business and quickly rose from clerk to director. With more than ten years of experience in the industry, he decided he was ready to start his own company.

Walker and his wife, Betty, launched Walker International Transportation, the first of what would become several related businesses under the Walker SCM holding company, in 1989. They worked from their kitchen table and used the money they had been saving for a down payment on a home to fund the startup.

Today, Walker SCM is the holding company for seven operating companies that offer global air and ocean freight forwarding, warehousing and distribution, inventory management and fulfillment, specialty packaging, customs brokerage, procurement, consolidation and deconsolidation, domestic trucking, supplier relationship management and network visibility services.

Joining Walker will be five 2016 Vetrepreneur® of the Yearrecipients including: Kimberley Jung, Asian American Vetrepreneur® of the Year; Rondia Moss, Woman® Vetrepreneur of the Year; Eli Valenzuela, Hispanic Vetrepreneur® of the Year; Brian Butler, Minority Vetrepreneur® of the Year; and Jerry Flanagan, Franchise Vetrepreneur® of the Year.

NaVOBA will also honor several veterans advocates, including: Jay Sheldon Wesley, Global Head of Supplier Diversity and Performance for Pitney Bowes, as the 2016 Corporate Veterans Champion; John Moliere, President of Standard Communications, Inc., with the Lifetime Achievement Award; Travis McVey, founder of Heroes Vodka as the Veterans Business Advocate of the Year; and Pat Birmingham, the Women’s Business Enterprise National Council’s Vice President of Technology and Marketing, as the 2016 Women’s Veterans Advocate of the Year.
